Riley: should the teams actually have set goals (numbers of signups) instead of setting one goal -- as many signups as possible?

I think if you say, "We want as many signups as possible," then you run the risk of deluding yourself into thinking that you're doing a good job. That's what happened to both teams in the first episode.
Ideally, the teams would be able to get a ballpark estimate from an advertising company, Gilette, or Sam's Club so that they could accurately target their goals.
Short answer: Yes, they should pick an exact number. Even if it's wrong, it gives them motivation and a reference by which to control the project.
